The proposed state budget the governor has outlined includes aspects of the federal stimulus funding that reestablishes appropriations to 2008 levels for the next two years. This one-time money allows us to take a more gentle approach to the budget reduction process. Two years from now, we will be required to cut the $66 million we anticipated cutting in June.
To accomplish this, we have asked each campus and institute to develop two-year budget plans. We will report the plans to the board in June. We must account for use of the stimulus funds separately from state appropriations, and there are restrictions on uses for the funding. We may be able to use the stimulus funding to cover two years' worth of salaries for employees whose positions are targeted for elimination. This will allow us to transition them to temporary status. We will continue to review programs to find areas where we can be more efficient.
